OCW / OFW remittances go to others' pockets?

A month ago I received a spammy email. It was a forward that supposedly originated from an official of the World Bank. It said there that the government was robbing us of millions by making the exchange rate of peso to dollar lower than actual, 45ish to 1 as opposed to like 56 to 1. And the misrepresentation is done to siphon off the extra money to pockets of the powers that be. We know that there are so many overseas contract workers or overseas foreign workers who remit millions of pesos per month to this country. With that money, more improvements could be done to the country, specially in the basic education sector.
